Summary
WE will probably never know the real reason for Bombardier losing out on the award of two major train contracts (Intercity, won by Hitachi, and now Thameslink being finalised with Siemens) but I believe that the manner in which the bids were written and subsequent decisions taken were away of using the need for new trains as a means of providing work in an economically deprived area. In Hitachi's case, they promised to build a new factory creating new jobs in it Tony Blair's old constituency and in Siemens' case, they have promised the creation of hundreds of new jobs, also in the North East.
I believe these decisions are aimed specifically at providing jobs in the North East to get long-term unemployed people off benefits and that is why they provide good value.See the full content of this document
