THERE is an old saying: "A fish cannot swim without water. Take away the water and the fish will die." We all complain about policing, but the police cannot work without evidence. If much of the population is scared of reprisals by criminals or just do not care, we are all in deep trouble.
The average age of the population is increasing, so maybe it is time to involve OAPs in keeping the peace. However old and non- mobile one might be, sitting in a window facing the road with a notebook and binoculars could produce a calming effect on many who think "we can get away with it". The results could be more exciting and much more satisfying, than watching television.See the full content of this document
