Chris Williamson is perfectly entitled, as an individual, to have views on any topic. If he feels strongly about pheasant-shooting and clearly supports the League against Cruel Sports, then he can freely write to you on the subject.
However, there is no pheasant shooting in the city of Derby as far as I know, so he is not entitled to use his position as leader of the council to voice his comments on what is a private matter and of no direct concern to the council.
